Dislocated Worker

WIA provides training and employment services for individuals affected by plant closures and layoffs. Enrollment in WIA as a dislocated worker does not affect unemployment benefits.

Eligibility

 You are eligible for services as a dislocated worker if you satisfy any one of the following requirements:

  • You have been terminated or laid off, or have received a notice of termination or layoff from employment.
  • You are eligible for or have exhausted unemployment insurance
  • You have demonstrated an appropriate attachment to the workforce, but are not eligible for unemployment insurance and unlikely to return to a previous industry or occupation
  • You have been terminated or laid off or received notification of termination or layoff from employment as a result of a permanent closure or substantial layoff
  • You are employed at a facility where the employer has made the general announcement that the facility will close within a 180 days
  • You were self-employed (including employment as a farmer, a rancher, or a fisherman) but are unemployed as a result of general economic conditions in the community or because of a natural disaster
  • You are a displaced homemaker who is no longer supported by another family member.

Types of services provided to dislocated workers include: assessment, counseling, case management, job search assistance, employer outreach, job development, follow-up services, participant outreach, academic/basic skills training, vocational classroom training, on-the-job training, transportation and emergency assistance.

Low-income adult

WIA provides training and employment services for economically disadvantaged adults and the underemployed.

Eligibility

You are eligible for services as a low-income adult if you satisfy any one of the following:

  • You receive or are a member of a family that receives cash payments under a federal, state, or local workforce development area (workforce area) income-based public assistance program
  • You receive food stamp benefits or are a member of a family that receives food stamp benefits, or was determined eligible to receive food stamp benefits within the last 26 weeks
  • You receive an income or are a member of a family receiving an income that, in relation to family size, is not in excess of the current combined 70 percent Lower Living Standard Income Level and poverty income guidelines
  • You are homeless
  • You have a disability and your income meets the requirements, even if your family income does not meet the requirements

Types of services provided to economically disadvantaged and underemployed workers include: assessment, counseling, case management, job search assistance, employer outreach, job development, follow-up services, participant outreach, academic/basic skills training, vocational classroom training, on-the-job training, work experience, transportation and emergency assistance.

Youth

WIA provides training and employment services for economically disadvantaged youths and underemployed youths.

Eligibility

You are eligible for services as a youth if you satisfy the following:

  • You are age 18 thru 21 and
  • You are a low income individual and
  • You have one or more of the following barriers to employment:
    • Deficient in basic literacy skills
    • A school dropout
    • Homeless
    • Runaway
    • A foster child
    • Pregnant
    • A parent
    • An offender
    • An individual who requires additional assistance to complete an educational program, or to secure and hold employment

Types of services provided to economically disadvantaged and underemployed youths include: assessment, counseling, case management, job search assistance, employer outreach, follow-up services, participant outreach, academic/basic skills training, vocational classroom training, on-the-job training, entry employment experience, transportation and emergency assistance.
